Es wird somit erneut der Versuch unternommen, das bestehende Gleichgewicht bei der Aufteilung des jährlichen Einfuhrkontingents zu zerstören. Es wird weiterhin, wenn auch klammheimlich, auf der Einbeziehung bestimmter künstlicher Produktionstypen bestanden, und es wird vorgeschlagen, dieses Einfuhrkontingent kontinuierlich und über alle Maße zu erhöhen.
