Dass der Konvent zusammentrat und dass das Parlament seiner Arbeit Impulse geben konnte, ist nicht zuletzt der Entschlossenheit von Pat Cox zu verdanken, die Union aus ihrer zwischenstaatlichen Fahrrinne herauszuführen und dafür zu sorgen, dass das Parlament der Vertreter der europäischen Bürger ist, wie dies nunmehr auch ausdrücklich in dem Entwurf für eine Verfassung anerkannt wird.
