Am 29. November 2004 reichten beim Generalbundesanwalt in Karlsruhe vier irakische Folteropfer über das «Center for Constitutional Rights New York (CCR)» und einen deutschen Rechtsanwalt Strafanzeige gegen US-Verteidigungsminister Donald Rumsfeld und 9 weitere mutmassliche militärische und zivile Verantwortliche ein.

FIRST COMPLAINT IN GERMANY On 29 November 2004, four Iraqi torture victims lodged a criminal complaint with the “Generalbundesanwalt” in Karlsruhe, Germany with the help of the “Center for Constitutional Rights New York (CCR)” and of a German lawyer.

Am 31. März 2006 erklärte der Generalbundesanwalt, dass er den Fall nicht weiter verfolgen werde.

On March 31, 2006, the Federal Prosecutor announced that Germany would not prosecute the case.
