Ziel des Verordnungsentwurfs ist es festzulegen, inwieweit Artikel 12, Artikel 13 Absatz 2 und Artikel 14 des Protokolls, die vorsehen, daß Beamte und sonstige Bedienstete der Gemeinschaften in bestimmter Hinsicht von der Gerichtsbarkeit und der Meldepflicht für Ausländer befreit sind und bestimmte persönliche Einrichtungsgegenstände zollfrei einführen dürfen, und regeln, welchem nationalen Steuersystem sie( für nicht auf Arbeitsentgelte erhobene Steuern) unterliegen, für Bedienstete der EZB Anwendung finden.
