( 11 ) Durch die Artikel 22 und 23 der Verordnung ( EG ) Nr. 1257 / 1999 des Rates vom 17. Mai 1999 ueber die Foerderung der Entwicklung des laendlichen Raums durch den Europaeischen Ausrichtungs- und Garantiefonds fuer die Landwirtschaft ( EAGFL ) und zur Aenderung bzw. Aufhebung bestimmter Verordnungen ( 8 ) werden Extensivierungsprogramme eingefuehrt . Es empfiehlt sich , die Nutzung der dadurch frei gewordenen Ansprueche auf die Mutterkuhpraemie waehrend der gesamten Dauer der Teilnahme an diesen Programmen auszusetzen . Die Nutzung der frei gewordenen Ansprueche sollte jedoch in Ausnahmefaellen gestattet werden , um den Bedarf an Praemienanspruechen im Rahmen anderer Umweltmassnahmen fuer die Landwirtschaft zu decken . Eines der Ziele der Vorruhestandsregelung gemaess Artikel 10 der Verordnung ( EG ) Nr. 1257 / 1999 ist es , aeltere Landwirte durch Landwirte abzuloesen , die die Wirtschaftlichkeit der weiterbestehenden Betriebe verbessern koennen . Es steht zu befuerchten , dass bestimmte Landwirte nicht an den Vorruhestandsprogrammen teilnehmen , wenn dies langfristig dazu fuehren koennte , dass sie ihre Mutterkuhpraemienansprueche verlieren . Die Mitgliedstaaten sollten daher ermaechtigt werden , die Gesamtdauer der voruebergehenden Abtretung von Anspruechen je nach Programm zu verlaengern .

( 11 ) Articles 22 and 23 of Council Regulation ( EC ) No 1257 / 1999 of 17 May 1999 on support for rural development from the European Agricultural Guidance and Guarantee Fund ( EAGGF ) and amending and repealing certain regulations ( 8 ) establish extensification programmes . Provision should be made for the suspension , during the entire period of participation in the above programmes , of the use of rights to the suckler cow premium released in this way . The use of the rights released should , however , be authorised by way of exception to meet the needs for rights to the premium as part of other agri-environmental measures . One of the objectives of the early retirement scheme laid down by Article 10 of that Regulation is to encourage the replacement of elderly farmers by farmers able to improve the economic viability of the remaining agricultural holdings . There is reason to fear that certain farmers will not take part in the early retirement programmes if this is likely to lead , in the long term , to the loss of their suckler cow premium rights . Member States should therefore be able to provide for an extension of the total duration of temporary leasing on the basis of those programmes ;

- regulated courses preparatory to the pursuit of the professions of technical assistant ( _DOUBLEQUOTE_ technische ( r ) Assistent ( in ) _DOUBLEQUOTE_ ) , commercial assistant ( _DOUBLEQUOTE_ kaufmaennische ( r ) Assistent ( in ) _DOUBLEQUOTE_ ) , social professions ( _DOUBLEQUOTE_ soziale Berufe _DOUBLEQUOTE_ ) and the profession of State-certified respiration and elocution instructor ( _DOUBLEQUOTE_ staatlich gepruefte ( r ) Atem- , Sprech- und Stimmlehrer ( in ) _DOUBLEQUOTE_ ) , of a total duration of at least 13 years , which require successful completion of the secondary course of education ( _DOUBLEQUOTE_ mittlerer Bildungsabschluss _DOUBLEQUOTE_ ) and which comprise :
