Wenn die weltweite Finanzkrise die Wirtschaft der Schwellenländer erschüttert, dann weiß alle Welt, daß die Industrieländer auch davon betroffen sein werden; sie sind es im Ansatz jetzt schon, und alle Welt weiß auch, daß dies ernste wirtschaftliche und soziale Konsequenzen haben wird.

If the global financial crisis weakens the economies of the emerging countries, everyone knows that the industrialised countries will also be affected. This is actually already happening, and it is also clear to everyone that this will have serious economic and social consequences.

Wir möchten daher alle Länder auffordern, nicht zuletzt die Industrieländer, ihre globale Verantwortung für die Umwelt ernst zu nehmen, auch in bezug auf die Abfallbewirtschaftung.

Thus we can only call on all countries, not least the industrialised countries, to take their global environmental responsibilities seriously, also where waste management is concerned.

The developed countries require more energy than ever before

Ein Briefwechsel zwischen Kommissionspräsident Barroso und Parlamentspräsident Borrell im Juni 2006 ebnete den Weg für eine allgemeine Einigung über das Gesamtpaket der externen Instrumente: Annahme – in erster Lesung -des Europäischen Nachbarbarschaftsinstruments (European Neighbourhood and Partnership Instrument -ENPI), und des Instruments für Stabilität (Instrument for Stability -IfS) und Annahme des Instruments für Heranführungshilfe (Instrument for Pre-Accession Assistance -IPA) unter der Bedingung, dass ein getrenntes Instrument für Menschenrechte sowie -in Bezug auf das DCECI -eine neue aus höchstens drei Instrumenten (Instrument für die Industrieländer (Industrialised Countries Instrument -(ICI), geographisches Instrument für die Entwicklungszusammenarbeit (Development Cooperation Instrument -DCI) sowie möglicherweise ein thematisches DCI) bestehende Architektur geschaffen würden. In seinem Schreiben stellte Kommissionspräsident Barroso klar, dass die Kommission – die Beibehaltung einer umfassenden Definition der Entwicklungszusammenarbeit vorausgesetzt -einer Aufteilung des DCECI zustimmen könnte.

An exchange of letters between President Barroso and President Borrell in June 2006 paved the way for an overall agreement on the package of external instruments: first reading agreement on the European Neighbourhood and Partnership Instrument (ENPI), the Instrument for Stability (IfS) and an agreement on the Instrument for Pre-Accession Assistance (IPA) on the condition of a separate Human Rights Instrument and a new architecture involving a maximum of three instruments out of the DCECI (Industrialised Countries Instrument (ICI), a geographic Development Cooperation Instrument (DCI) and possibly a thematic DCI). President Barroso’s letter made it clear that the Commission could accept splitting the DCECI, provided that a broad definition of development cooperation was ensured.

Die größten Wirtschaftsräume der Industrieländer sind zudem nicht bereit, ihre nationalen Pläne für eine Linderung in die globale Vereinbarung zu integrieren und derzeit gibt es keinen glaubwürdigen Finanzplan.

The largest economies in the developing countries are also unwilling to integrate their national plans for mitigation with the global agreement and, at the moment, there is no credible financial plan.

Eine verantwortungsvolle Politik seitens der Industrieländer muss auf der Senkung ihrer eigenen Emissionen aufbauen.

A responsible policy on the part of the most developed countries must be based upon those countries'being able to reduce their own emissions.

Die Bedeutung des Kyoto-Protokolls beschränkt sich jedoch nicht auf die Auseinandersetzung mit einer der größten globalen Herausforderungen- dem Klimawandel-, sondern es wird einen neuen wichtigen internationalen Markt für den Handel der Industrieländer mit Emissionsrechten schaffen.

Besides its importance in addressing one of the biggest global challenges- climate change- the Kyoto Protocol will establish a new major international market for emissions rights among industrialised countries.
