86. ist weiterhin besorgt über die alarmierende Zahl der gegen Bürger Guatemalas, die Gerechtigkeit für in der Vergangenheit begangene Menschenrechtsverletzungen fordern, gerichteten Angriffe und Bedrohungen, insbesondere Übergriffe gegen Menschenrechtsverteidiger, Justizbeamte und Journalisten; begrüßt die im Februar 2005 ergangenen Urteile gegen eine frühere prominente Figur der paramilitärischen Bewegung und einen ehemaligen Ortsvorsteher wegen der Entführung von vier Journalisten im Jahr 2003 als ein positives Signal, ebenso wie die Tatsache, dass das Parlament Guatemalas die Eröffnung eines Büros des Hohen Kommissars der Vereinten Nationen für Menschenrechte akzeptiert hat, wobei der Kongress Guatemalas möglichst rasch seine Zustimmung geben soll;

86. Remains concerned at an alarming number of attacks and threats against Guatemalans seeking justice for past human rights abuses, in particular attacks on human rights defenders, justice officials and journalists; welcomes as a positive signal the February 2005 convictions of an ex-paramilitary figure and a former mayor for kidnapping four journalists in 2003, and also the acceptance by the Guatamalan parliament of the opening of an office of the UN High Commissioner for Human Rights, which the Guatemalan Congress is expected to approve as rapidly as possible;

b) daß Justizbeamte, andere Beamte oder sonst zuständige Personen des Ursprungsstaats Zustellungen unmittelbar durch Justizbeamte, andere Beamte oder sonst zuständige Personen des Bestimmungsstaats bewirken lassen dürfen,
