Nach Auffassung Deutschlands sei gemäß einer Protokollnotiz zum Mantelvertrag die Vergütung bezogen auf die im Jahresdurchschnitt durch WestLB-Eigengeschäft belegte Wfa-Sonderrücklage zu zahlen, und zwar erstmalig 1993.
