Herr Präsident, werte Kolleginnen und Kollegen, anstatt sich um eine globale und innerhalb der Union koordinierte Politik im Bereich der neuen Technologien zu bemühen, zieht es die Kommission bei weitem vor, ihre Überlegungen, ihre Mitteilungen, ihre verschiedenfarbigen Bücher tropfenweise zu unterbreiten, je nach dem sehr objektiven Kriterium der Zuständigkeit der parlamentarischen Ausschüsse, und diese hatten im Grunde keine andere Möglichkeit, als ihre Partitur solo zu rezitieren.
