Sie wird im November dieses Jahres mit Blick auf die Mobilisierung und Bindung von Kräften und Mitteln stattfinden, mit deren Hilfe wir unser vorrangiges Planziel, wiederum auf Englisch headline goal, wie vorgesehen erreichen können.

Its aim is to create and commit assets and capabilities which will allow us, as planned, to achieve the headline goal.

Es baut auf dem Planziel und den Fähigkeitszielen auf, die auf der Tagung des Europäischen Rates in Helsinki festgelegt wurden, und in ihm wird anerkannt, dass die bestehenden Lücken noch geschlossen werden müssen.

It builds on the Headline and capability goals defined by the Helsinki European Council and recognises that existing shortfalls still need to be addressed.

Auf dieser Tagung hat der Europäische Rat die bereits erzielten Fortschritte und insbesondere den Umstand begrüßt, daß die Interimsgremien eingesetzt sind und ihre Arbeit aufgenommen haben, und daß der Rat inzwischen ein Verfahren festgelegt hat, nach dem das Planziel präzisiert und die nationalen Beiträge festgelegt werden sollen, so daß das militärische Fähigkeitsziel erreicht werden kann.

The European Council of Lisbon welcomed the progress already achieved and in particular the fact that the interim bodies had been established and had started to function effectively and that the Council had identified a process for elaborating the headline goal and identifying national contributions so as to meet the military capability target.

Der Europäische Rat begrüßt insbesondere, daß die Interimsgremien, die in Helsinki vorgesehen wurden, inzwischen eingesetzt sind und nunmehr ihre Aufgabe effektiv wahrzunehmen beginnen, und daß der Rat inzwischen das Verfahren festgelegt hat, nach dem das Planziel präzisiert und die nationalen Beiträge festgelegt werden sollen, so daß das in Helsinki festgelegte militärische Fähigkeitsziel erreicht werden kann.

The European Council welcomes in particular the fact that the interim bodies foreseen at Helsinki have now been established and are starting to function effectively and that the Council has identified a process for elaborating the headline goal and identifying national contributions so as to meet the military capability target set at Helsinki.

Der Rat hob hervor, dass die gegenüber dem Helsinki-Planziel noch bestehenden Fähigkeitslücken geschlossen werden müssen, dass es aber auch notwendig ist, über das Jahr 2003 hinaus zu blicken und für den Zeitraum bis 2010 neue Ziele für die Weiterentwicklung der europäischen Krisenbewältigungsfähigkeiten festzulegen und somit zu bestimmen, wie hoch die EU ihre qualitativen und quantitativen Fähigkeitsziele stecken will.

While stressing the need to address the outstanding capability shortfalls against the Helsinki Headline Goal, the Council recognised the need now to look beyond 2003, and set new goals for the further development of European capabilities for crisis management for 2010, thus defining the EU level of ambition in terms of achieving qualitative and quantitative capability goals.

Diese Einschränkungen und Zwänge, durch die das Planziel und das Fähigkeitsziel nicht voll erreicht werden, ließen sich mindern, wenn die Empfehlungen zur Behebung der Defizite befolgt würden.

These limitations and constraints on full achievement of the Headline and Capability Goals could be alleviated if the recommendations on meeting the shortfalls are followed-up.

Diese Konferenz stellt die erste Etappe eines anspruchsvollen Prozesses zur Verstärkung der militärischen Krisenbewältigungsfähigkeiten der EU dar, mit dem das für das Jahr 2003 gesetzte Planziel erreicht werden soll und der über diesen Zeitpunkt hinaus fortgesetzt wird, damit die kollektiven Fähigkeitsziele realisiert werden können.

This conference constitutes the first stage of a demanding process of reinforcing military capabilities for crisis management by the EU with the purpose being to achieve the overall goal set by 2003 but continuing beyond that date in order to achieve the collective capability goals.
