Das Pilotprojekt "Entwicklung eines Modells für die Bewirtschaftung der Fauna in den Wäldern Zentralafrikas" im Nordosten Gabuns (1,9 Millionen Euro) sollte das Problem der kommerziellen Wilderei in den Wäldern des Kongobeckens angehen und umfasste dementsprechend mehrere Maßnahmen, die von Einheiten zur Bekämpfung der Wilderei durchgesetzt werden sollten. Die Projektplaner berücksichtigten dabei allerdings nicht, dass auch die meisten der lokalen Gemeinschaften mit Jagd zu tun hatten, weshalb das Projekt keine Möglichkeiten für ihre Unterstützung vorsah. Während eines Besuchs des Prüfungsteams räumten Vertreter einer der örtlichen Fischergemeinschaften ein, dass sie fünf Jagdstützpunkte im Wald hätten, die von den Einheiten zur Bekämpfung der Wilderei zerstört worden seien und gaben an, dass sie vor dem Dilemma eines realen Rückgangs des Wildbestandes und der Notwendigkeit der Deckung ihres kurzfristigen Bedarfs stünden.

The pilot project "development of a model for managing fauna in the forests of Central Africa in north east Gabon" (1,9 million euro) was designed to address the problem of commercial poaching in the forests of the Congo basin. The project accordingly included several measures to be enforced by anti-poaching units. However, the project designers failed to recognise that most of the local communities were also involved in hunting. Because of this, the project had not identified ways to assist them. During a visit by the audit team, representatives of one of the local fishing communities admitted that it had five hunting bases inside the forest which were destroyed by the anti-poaching units and explained that it was faced with the dilemma of a real decline in the amount of game and the necessity to meet its short-term needs.
