Ein industrieller Verwender, auf den 14% der gesamten Einfuhren aus den USA im UZÜ entfielen, beantwortete den Fragebogen, zwei andere übermittelten Stellungnahmen und Informationen über die Kostenstruktur der Produktion der Endprodukte. Esterquats werden auf TEA-Basis hergestellt und dienen als Weichmacher, die von den Waschmittelriesen Procter%amp% Gamble, Unilever, Henkel, Benckiser und Colgate vertrieben werden. Diese industriellen Verwender behaupten, dass der Anstieg des TEA-Preises ihre Geschäfte bedrohe und dass auf dem Gemeinschaftsmarkt ein Lieferengpass bestehe. Beide Faktoren würden sich bei einem Außerkrafttreten der Maßnahmen abschwächen. (102) Only users from the esterquat business for fabric softeners came forward in this investigation. One industrial user, representing around 14% of total US imports during the RIP, replied to the questionnaire, two others made their views known and forwarded information on the cost structure of production of the finished goods. Esterquats are produced on the basis of TEA and are used as fabric softeners, commercialised by the so-called "soapers" such as Procter%amp% Gamble, Unilever, Henkel, Benckiser and Colgate. These industrial users argue that the increase of the TEA price is putting their businesses in danger and that there exists a shortage of supply on the Community market. Both factors would be alleviated if the anti-dumping measures were allowed to lapse. Moreover, the continuation of production in the Community is allegedly in jeopardy if profitability of the esterquat business is not improved.
