Abstract According to a widespread accusation, most East German countries regularly violate the regulations agreed in the Solidarpakt II and use the provided means partly for consumption. Actually, the funds of the Solidarpakt should be primarily used to reduce the infrastructural gap – insofar the wasting of means of the East German states would be counterproductive indeed.
