Doppelte Verwaltungsapparate Entgegen der ursprünglichen Pläne wurde Spanien nach der Franco-Diktatur (1939-75) nicht als Föderalstaat eingerichtet, sondern als Zentralstaat mit einem nahezu kompetenzlosen Senat (Oberhaus). Das hatte den Sinn, dass mühsam ausgehandelte Reformen von den faktischen Mächten Militär, Kirche und franquistischer Verwaltungsapparat nicht nachträglich zu Fall gebracht werden konnten. Die Nebenwirkungen sind allerdings erhebliche demokratische Defizite.
