Im Gazastreifen bestand und besteht die Notwendigkeit der Präsenz eines Europas, das eine aktive Rolle übernimmt, der Bevölkerung beim Überleben und beim Wiederaufbau des Landes hilft und den Kampf gegen den Waffenschmuggel unterstützt, mit dem dieses Gebiet zu einer Bodenstation zur Abfeuerung von Raketen aller Größen werden konnte.
