Bei der Wahl zum Europäischen Parlament von 1999 betrug die Wahlbeteiligung nur 40%, wenn man die Länder mit Wahlpflicht und diejenigen, die gleichzeitig mit der Europawahl nationale Wahlen durchführten, abrechnet.

Only 40 per cent of people voted in the 1999 elections to the European Parliament, if countries with voting duties are discounted, as well as those which had national elections at the same time as elections to the European Parliament.

Im Falle meines Landes bedeutet dies unter anderem, daß für sämtliche Staatsbürger der EUMitgliedstaaten, die in Belgien wohnhaft sind, eine Wahlpflicht bestünde, es sei denn, sie könnten beweisen, daß sie in ihrem eigenen Land wählen.

In the case of my country, this means, inter alia, that voting rights will be obligatory for all nationals of Member States of the Union living in Belgium, unless they can prove that they vote in their own country.

( 2 ) Besteht im Wohnsitzmitgliedstaat Wahlpflicht , so gilt diese Pflicht auch fuer die aktiv Wahlberechtigten im Sinne des Artikels 3 , die sich dort in das Waehlerverzeichnis haben eintragen lassen .

2 . If voting is compulsory in the Member State of residence , voters within the scope of Article 3 who have been entered on the electoral roll there shall also be obliged to vote .
