Was passiert eigentlich, wenn es bis 2006 zu irgendeinem Zwischenfall kommt?

What actually happens if there is some sort of mishap before 2006?

Sie müssen ganz eindeutig explizit sein, und wenn sie bereits einbezogen sind, dann verstehe ich nicht, worin das Problem besteht, ihre explizite Erwähnung zu garantieren, denn mit der Zeit werden die radioaktiven Stoffe eine immer größere Gefahr darstellen und, wie ich bereits ausführte, wir haben großes Glück, daß es noch keinen ernsten Zwischenfall gegeben hat.

It is quite clear that it should be explicit and if it is already implied then I do not see what the problem is about ensuring that it is explicit because as time goes by radioactive substances are going to pose an even greater danger and- as I have already said- we are very lucky that there has not already been a serious accident.
