Tatsächlich besteht entgegen dem, was in der Entschließung und während der Debatte verkündet wurde, nach wie die große Gefahr, dass sich eine militante und aufgewiegelte Minderheit der Charta sofort, wenn sie in die Verträge integriert wird und Rechtsstatus erhält, ungezügelt bemächtigt, und dass sie dann aus der Bahn geworfen wird, um die Zuständigkeiten der Mitgliedstaaten einschneidend zu begrenzen, und zwar eben beim zentralen Kern der Souveränität und Selbstbestimmung der entsprechenden Völker mit der Absicht, sich über die Grundrechtssysteme der Mitgliedstaaten hinwegzusetzen und diese völlig unterzuordnen.
