3.19 Die Gründe dafür sind vielfältig. Ein Problem besteht sicher darin, dass es sich beim Biodiversitätsverlust um einen sehr langsamen, schleichenden und somit zunächst kaum wahrnehmbaren Prozess handelt (Vergleiche mit dem Klimawandel sind durchaus herstellbar). Es ist nicht die "eine Maßnahme", an der man das Entstehen des Problems festmachen kann, bzw. die eine Gegenmaßnahme, mit der man das Problem lösen könnte. Der festzustellende Biodiversitätsverlust ist die Summe von Millionen von Handlungen und Entscheidungen der letzten Jahre und Jahrzehnte, wobei die Auswirkung jeder einzelnen Entscheidung scheinbar unbedeutend oder nur marginal zu sein scheint.

3.19 There many different reasons for this. One difficulty is undoubtedly that biodiversity loss is a very slow, insidious and thus, in the first instance, virtually imperceptible process (begging, in fact, a ready comparison with climate change). No single "measure" can be blamed for the emergence of the problem, just as no single "countermeasure" can be brought to bear to resolve it. The biodiversity loss we are witnessing at the moment is the product of millions of actions and decisions over the last number of years and decades, each of which — individually — has had a seemingly insignificant or merely marginal impact.
