Die PET-Folienpreise in der Gemeinschaft seien lediglich dem allgemeinen ruecklaeufigen Preistrend gefolgt . Dies werde dadurch bestaetigt , dass sich der Durchschnittspreis der Gemeinschaftshersteller 1996 , als die indischen ausfuehrenden Hersteller Marktanteile verloren , verringerte . Diesbezueglich ist jedoch daran zu erinnern , dass Indien einer der Hauptverantwortlichen fuer das weltweite Ueberangebot auf dem Markt fuer PET-Folien ist und dass es gemaess den Eurostat-Angaben seine Preise auf dem europaeischen Markt bereits 1996 senkte , als andere wichtige Ausfuhrlaender wie die USA , Japan und Suedkorea ihre Preise erhoehten . Die Tatsache , dass die indischen ausfuehrenden Hersteller 1996 Marktanteile einbuessten , aendert nichts daran , dass sie eine Schaedigung des Wirtschaftszweigs der Gemeinschaft durch einen verstaerkten Preisdruck verursachten , der einen Rueckgang des Durchschnittspreises des Wirtschaftszweigs der Gemeinschaft um 3 % zur Folge hatte . Schliesslich ist daran zu erinnern , dass sich die Schadensanalyse in erster Linie auf den UZ bezieht und dass die Vorjahre hauptsaechlich zur Ermittlung der Trends herangezogen werden .

The Indian exporting producers claimed further that PET film prices in the Community have just followed the global negative price trend and the fact that the average price of the Community producers declined in 1996 when the market share of the Indian exporting producers decreased should prove the claim . However , it should be recalled that India is one of the major contributors to the worldwide surplus on the PET film market and that according to Eurostat figures India cut its prices on the European market as early as 1996 while the other major exporting countries the USA , Japan and South Korea increased their prices . The fact that they lost market share in 1996 does not mean that they were not causing injury to the Community industry through increased price pressure resulting in a 3 % decrease in the average price of the Community industry . Finally , it should be recalled that the injury analysis is made on the basis of the IP and that the previous years are mainly used for setting the trend .
