Erst im Zuge des Regierungsantritts der Großen Koalition ( ab 1987) verschob sich unter dem Eindruck der äußeren Veränderungen angesichts der verabschiedeten Einheitlichen Europäischen Akte (EEA), des angestrebten EG-Binnenmarkts und ausklingenden Kalten Krieges sowie innerer Zwangslagen infolge einer eskalierenden Krise um die Verstaatlichte Industrie, innerösterreichischen Reformbedarfs im institutionellen wie gesellschaftspolitischen Bereich das Schwergewicht wieder in Richtung forcierter Integrationspolitik. Was folgte, war der zweite „Alleingang“ nach Brüssel mit dem EG-Beitrittsantrag vom 17. Juli 1989.

It was only with the advent of the Grand Coalition (from 1987) that the pendulum swung once more in the direction of accelerated integration policy, under the influence of external developments relating to adoption of the Single European Act (SEA), the goal of an EC internal Market and the incipient demise of the Cold War, together with internal constraints arising out of an escalating crisis in the nationalised industries and the need for domestic reforms on the institutional and social fronts. The outcome was the second ‘lone course’ towards the EC and the accession candidacy of 17July1989.
