Leon Panetta, the US secretary of defence, has said that there are no immediate plans to establish a no-fly zone over Syria. Technical assistance activities will focus on: 1) strengthening the leadership capacities of the AVET and support to the National Council on Vocational Education and Training (NCVET) to ensure an effective and coherent TVET modernisation process; 2) strengthening the capacities of TVET schools to meet the qualification requirements of the labour market through the nationwide implementation of competence-based programmes and quality assurance processes; 3) increasing coverage of the TVET best practices in the rural development sector.
