The three independent states of Monaco, San Marino and the Vatican City do not have their own currencies; they use euro banknotes and coins.

Given the existing economic relations between France and the Principality of Monaco on the one hand, and Italy and the Republic of San Marino and the Vatican City on the other, the ECB considers it appropriate for agreements concerning banknotes and coins, access to payment systems and the legal status of the euro to be conclued between the Community and the Principality of Monaco, the Republic of San Marino and the Vatican City respectively.

Angesichts der bestehenden Wirtschaftsbeziehungen zwischen Frankreich und dem Fürstentum Monaco einerseits sowie zwischen Italien und der Republik San Marino bzw. der Vatikanstadt andererseits hält es die EZB für angebracht, Vereinbarungen über Banknoten und Münzen, den Zugang zu Zahlungsverkehrssystemen und den Rechtsstatus des Euro zwischen der Gemeinschaft und dem Fürstentum Monaco, der Republik San Marino bzw.
