The view prevails in Chile generally, but especially within the ranks of the principal borrowers, that the "monopolistic" banking system would, with free interest rates, use its power to maximize "profits" regardless of the impact on aggregate economic activity. To protect the general public from the unemployment that might result from this present-day "usury," it is argued that controls on interest rates are essential. Thus, despite the fact that the government could presumably place its debt with the Central Bank, and continue to collect the "inflation tax" with higher interest rates, it has acceded to the demand for controls on the interest rate. This policy has per­ sisted despite the fact that the government's control over the direc­ torate of the Central Bank is virtually complete.
