Pläne für das Hochwasserrisikomanagement sollten deshalb die besonderen geographischen, hydrologischen und sonstigen relevanten Gegebenheiten des Einzugsgebiets, Teileinzugsgebiets oder Küstenabschnitts berücksichtigen und in Koordinierung mit den Flussgebietseinheiten maßgeschneiderte Lösungen anbieten, die auf den Bedarf und die Prioritäten des Einzugsgebiets, Teileinzugsgebiets oder Küstenabschnitts abgestimmt sind.
