It is absolutely true that Parliament did not get everything it wanted from conciliation, but I would suggest that conciliation is not about getting everything that you want: conciliation is about that very word 'conciliating'!

Es ist zwar absolut richtig, daß das Parlament bei dem Vermittlungsverfahren nicht sämtliche Wünsche erfüllt bekam, doch ist dies meines Erachtens auch nicht das Ziel eines Vermittlungsverfahrens, sondern dabei geht es um das, was der eigentliche Begriff beinhaltet, nämlich um eine " Vermittlung ".
