30. A further project in Romania was entitled "Modernisation and development of tourist infrastructure in Piatra Neamt" (contract value of 2,3 million euro). The infrastructure was in place, in accordance with the works contract. The project title was, however, misleading, because there was little in the renovated area to attract tourists. Major items financed were a bridge and a 3 km street, both outside the leisure area and regularly used by local traffic. The "tourist" area itself is an entertainment facility mainly used (in spring and summer) by the local community. Furthermore the site contains an eyesore, an empty, degraded Olympic-size swimming pool. Thus the area, known as the Strand, looks only half rehabilitated and could not create new employment, as intended, by attracting tourists.

30. Ein weiteres Projekt in Rumänien lief unter der Bezeichnung "Modernisierung und Entwicklung der Tourismusinfrastruktur in Piatra Neamt" (Auftragswert: 2,3 Millionen Euro). Die Infrastruktur war entsprechend dem Bauauftrag verwirklicht. Die Projektbezeichnung war allerdings irreführend, da in dem modernisierten Gebiet wenig anzutreffen war, das für Touristen von Interesse wäre. Die wichtigsten Finanzierungsposten waren eine Brücke und eine 3 km lange Straße, die beide außerhalb des Freizeitareals lagen und regelmäßig vom lokalen Verkehr in Anspruch genommen wurden. Bei dem "touristisch interessanten" Gebiet selbst handelt es sich um ein Freizeitgelände, das vornehmlich (im Frühling und Sommer) von den Anwohnern der Gemeinde besucht wird. Zu dem Gelände gehört ferner ein leeres und baufälliges Schwimmbecken mit olympischen Ausmaßen. Das als "Strand" bezeichnete Gebiet hinterlässt folglich den Eindruck, nur zum Teil wiederhergestellt zu sein, und konnte nicht wie beabsichtigt durch Ankurbelung des Fremdenverkehrs dazu beitragen, neue Arbeitsplätze zu schaffen.
