Correspondingly the inadequate economic performance of many LDCs is attributed to repressive, though understandable, economic policies that they themselves have pursued. Indeed, the role of international capital transfers—by government-to-govern­ment aid or by private multinational corporations—is regarded as less important than it is conventionally assumed to be and is ana­lyzed only cursorily in the last chapter of this book. Similarly the approach implicitly de-emphasizes, by ignoring, such topics of cur­rent interest as tariff preferences for LDC exports to wealthy coun­tries, the formation of customs unions among groups of poor countries, and the establishment of more elaborate international cartels (commodity agreements) for governing trade in primary products.
