This condensation is similar in the case of non-enclosed components to the action of a dust deposit or of a hygroscopic salt film forming during operation.

5. However the risk of Dioxin formation can’t be excluded by 100% when a recuperative heat exchanging system is installed since the DeNovo window is crossed when the clean air is cooled down. I tried to explain that such Dioxin formation must not take place but the risk is given after a certain time of operation due to dust deposit in the heat exchanger and the combination of not 100% oxidized hydrocarbons and free Chlorine radicals. We have supplied several units where chlorinated hydrocarbons are oxidized and in most of the cases no Dioxins are formed, but we do have information about a Dioxin problem from two of these units. Since we are obliged to watch our systems by European regulations we have to consider the information and we have to take care of it, we can’t ignore it! That’s the reason why I suggested to take the risk of Dioxin formation into account for the overall design of a new system, as a pre-caution.

Jedoch das Risiko von Dioxinbildung von 100 %, wenn ein erholsamer Wärme austauschen System nicht ausgeschlossen werden kann ist installiert, da das Fenster DeNovo überschritten wird, wenn die saubere Luft abgekühlt wird. Ich versuchte zu erklären, dass solche Dioxinbildung nicht erfolgen muss aber das Risiko gegeben ist, nach eine bestimmten Zeit des Betrieb durch Staubablagerungen in den Wärmetauscher und die Kombination aus nicht 100 % Kohlenwasserstoffe oxidiert und Chlor-radikale frei. Wir haben mehrere Einheiten geliefert, chlorierte Kohlenwasserstoffe werden oxidiert und wo in den meisten Fällen keine Dioxine gebildet werden, aber wir haben Informationen zu einem Dioxin-Problem von zwei dieser Einheiten. 
 Da wir verpflichtet sind, unsere Systeme durch Europäische Verordnungen sehen müssen wir uns überlegen die Informationen und wir müssen dafür sorgen, wir können es nicht ignorieren! Das ist der Grund, warum ich vorgeschlagen, um das Risiko von Dioxinbildung Rechnung für das Design eines neuen Systems, als ein Pre-caution nehmen.
