    –  Mr President, in Pope John Paul II’s encyclical on human work, ‘Laborem exercens’, he said that everyone has the right to look for work wherever such work can be found and wherever pay is higher.

Wir sollten es nicht erst zu weiteren Dramen kommen lassen, ehe wir uns dieser Problematik annehmen.

Even in his first encyclical, Ad Perti Cathedrum, he wrote with regard to Christian unity that he hoped that non-Catholics would see in Catholicism, ‘This wonderful spectacle of unity, by which the Catholic Church is set apart and distinguished’ and that this would ‘stir your hearts and awaken you to what is in your best interests’. He added: ‘May We hope with a father’s love for your return’ – certainly not the language of advanced ecumenical dialogue.

It is also obvious that the Council was overtaken by events in the 1960s over which it had no control. Vatican II evolved its thinking and proclaimed its teaching in the context of a crisis of authority that became a hallmark of the 60s generation. The Council’s work had to be implemented against the background of the civil rights movement in the USA, the Vietnam War, the student riots in Paris and other cities in 1968, and the general turmoil in culture that beset the world at that time. The turmoil in western culture was also reflected in the culture of the Church. Ecclesiastical authority was called into question, as was the Church’s teaching if it did not seem to make sense to people’s experience. Nowhere was this more apparent than in the response to Pope Paul VI’s encyclical, Humanae Vitae. So shocked was the pope by the reaction from the Catholic world that he never wrote another encyclical.

Es ist auch offensichtlich, dass der Rat durch die Ereignisse in den 1960er Jahren, über die sie keine Kontrolle hatte überholt wurde. Vatican II entwickelt sein Denken und verkündete seine Lehre im Kontext einer Krise der Autorität, die ein Markenzeichen der 60er-Generation geworden ist. Some years later, the Second World War broke out. Pius XII discerned its root causes in the efforts aimed at eliminating Christ's influence and authority from public life: «In the recognition of the royal prerogatives of Christ and in the return of individuals and of society to the law of His truth and of His love lies the only way to salvation» (Encyclical Summi pontificatus, 1939).

Einige Jahre später brach der Zweite Weltkrieg aus. Pius XII. sah die tieferen Ursachen dafür in den Versuchen, das öffentliche Leben dem Einfluss und der Autorität Christi zu entziehen: "Die Anerkennung der königlichen Rechte Christi und die Rückkehr des Einzelnen und der Gesellschaft unter das Gesetz seiner Wahrheit und seiner Liebe sind der einzige Weg des Heils" (Enzyklika Summi pontificatus, 1939).

The illuminating document – and it is not the only one – is his first encyclical, the Summi Pontificatus , still unknown even now in a prophetic-social perspective.

Aufschlussreich hierzu ist vor allem (aber nicht nur) seine erste Enzyklika, Summi pontificatus , die – auch von einem sozial-prophetischen Standpunkt aus betrachtet – noch heute weitgehend unbekannt ist.
