This is actually a function of VSS backup. Windows places executables and dlls under Windows File Protection and VSS automatically excludes these files from a standard backup. These protected files are backed up with a Shadow Copy/System State backup. This is why you need both to fully protect a Windows system.

This event indicates an attempt to modify a registry value belonging to the "Windows File Protection" (WFP) system under the registry key "HKEY_LOCAL_MACHINE\Software\Microsoft\Windows NT\CurrentVersion\Winlogon". The WFP system (not present in Windows NT) prevents overwriting of certain system files. It monitors the protected files and checks their Windows signatures against the official ones in a catalog file. If the signature is not valid, an original copy replaces the compromised file. This copy is retrieved from the WFP cache, the network, or distribution media (in this order).Values that an attacker is likely to change to disable the functioning of the WFP are:SFCQuota - controls the size of the WFP cache (the default is "0xffffffff" which protects all eligible files).SFCDllCacheDir - defines the path and name of the WFP cache (the default is "%systemroot%system32/dllcache").SFCDisable - controls if WFP is enabled (0) or disabled (1 or 2). Note that for WFP to be really disabled, a kernel debugger must be attached via a null modem cable.t
