The strategies for 2007-2013 should focus on the investments and collective services which are required to increase long-term competitiveness, job creation and sustainable development. Basic infrastructures and services will need to be created, upgraded and expanded in order to open up regional and local economies, set up an effective business support framework and exploit the opportunities afforded by the Single Market. Moreover, substantial efforts are required to expand investment in human capital; increase access to employment; strengthen social inclusion; and introduce and implement reform in education and training systems.

Die Strategien für den Zeitraum von 2007 bis 2013 werden sich daher auf Investitionen und kollektive Dienste konzentrieren, die erforderlich sind, um die Wettbewerbsfähigkeit, die Schaffung von Arbeitsplätzen und eine nachhaltige Entwicklung langfristig zu fördern. Die Basisinfrastrukturen und -dienste müssen eingerichtet, modernisiert und ausgeweitet werden, um die regionale und lokale Wirtschaft anzubinden, einen geeigneten Rahmen für die Wirtschaftsförderung zu schaffen und die vom Binnenmarkt gebotenen Möglichkeiten zu nutzen. Darüber hinaus bedarf es erheblicher Anstrengungen, um die Investitionen in das Humankapital zu steigern, den Zugang zur Beschäftigung zu verbessern, die soziale Eingliederung zu verstärken und Reformen der Systeme der allgemeinen und beruflichen Bildung einzuführen und umzusetzen.

Regional strategies should thus concentrate on investing in RTD, innovation, human capital and entrepreneurship; ensuring that these investments respond to the economic development needs of the region and that the capacity exists to transform research into marketable product, process and service innovation; enhancing technology transfer and knowledge exchange; promoting the development, dissemination and uptake of ICTs within firms, and ensuring that enterprises willing to invest in high added value goods and services have access to finance.

Regionale strategieën zouden zich daarom moeten concentreren op investeringen in OTO, innovatie en ondernemerschap, waarbij ervoor moet worden gezorgd dat deze investeringen aansluiten op de economische ontwikkelingsbehoeften van de regio en dat de capaciteit aanwezig is om onderzoek om te zetten in verkoopbare producten, processen en diensten, dat technologieoverdracht en kennisuitwisseling plaatsvinden, dat ICT binnen het bedrijfsleven wordt ontwikkeld, verspreid en toegepast en dat ondernemingen die bereid zijn te investeren in goederen en diensten met een grote toegevoegde waarde toegang hebben tot financiering.
