2.11 Deregulierung und Abbau des Verwaltungsaufwands infolge europäischer Rechtsetzung tragen neben einer strikten Kosten-Nutzen-Abwägung dieser Rechtsetzung erheblich zur Umsetzung der Ziele von Lissabon bei. Die Evaluierung der Auswirkungen der europäischen Rechtsetzung auf die Unternehmen ("business impact assessment") spielt hierbei eine wichtige Rolle. Im Sinne der Qualitätssicherung einer solchen Evaluierung muss diese in objektiver Weise durch eine dritte, unabhängige Partei durchgeführt werden. Der AdR ruft die Europäische Kommission zur schnellstmöglichen Vorlage von Vorschlägen auf. Als Ausgangspunkt könnte hierzu der niederländische Mechanismus einer unabhängigen Kontrollinstanz (Adviescollege Toetsing Administratieve Lasten, ACTAL) dienen.
