A method of making an anti-reflection film (8), comprising the steps of: coating a first solution on a substrate (3) to form a first coat film (10), the first solution containing conductive particles (9); coating a second solution on the first coat film (10) to form a second coat film (11); and sintering the first coat film (10) and the second coat film (11) at the same time to form the conductive anti-reflection film (8) comprising a first layer and a second layer, the method being that the second solution contains at least one reducing agent selected from the group consisting of NaBH , LiAlH , LiBH and SnCl and/or at least one substance from the group consisting of ethylenediamine-tetraacetic acid (EDTA), acetylacetone, monoethanolamine, diethanolamine, triethanolamine, ammonia water, ?-diketone group, amine group and phthalocyanine which co-ordinate to said conductive particles, thereby securing the conductivity of the conductive particles.
