The fact is that we need common spatial information, especially for environmental purposes, in order to support the development of accessibility standards and, as far as possible, to create a geodata structure that functions effectively throughout the EU.

After that, results are expected to provide statistical and spatial information and illustrations (maps) which are useful for landscape planning and environmental management. Conceptual models and, in particular, spatially explicit information, like maps, have a high potential to support the understanding of complex systems and interrelationships (Dresner 2008).

(6) The infrastructures for spatial information in the Member States should be designed to ensure that spatial data are stored, made available and maintained at the most appropriate level; that it is possible to combine spatial data from different sources across the Community in a consistent way and share them between several users and applications; that it is possible for spatial data collected at one level of public authority to be shared between other public authorities to the extent that this Directive imposes on such public authorities a duty to share spatial data; that spatial data are made available under conditions which do not unduly restrict their extensive use; that it is easy to discover available spatial data, to evaluate their suitability for the purpose and to know the conditions applicable to their use.

(6) Die Geodateninfrastrukturen der Mitgliedstaaten sollten so ausgelegt sein, dass Geodaten auf der optimal geeigneten Ebene gespeichert, zugänglich gemacht und verwaltet werden, aus verschiedenen Quellen aus der gesamten Gemeinschaft auf kohärente Art verknüpft und von verschiedenen Nutzern und für unterschiedliche Anwendungen genutzt werden können, dass Geodaten, die auf einer bestimmten Verwaltungsebene erfasst werden, von anderen Verwaltungsbehörden gemeinsam genutzt werden können, und zwar in dem Maße, in dem diese Richtlinie solche Verwaltungsbehörden zur gemeinsamen Nutzung von Geodaten verpflichtet, dass die Bedingungen für die Bereitstellung von Geodaten einer umfassenden Nutzung nicht in unangemessener Weise im Wege stehen, dass Geodaten leicht ermittelt und auf ihre Eignung hin geprüft werden können, und dass die Nutzungsbedingungen leicht in Erfahrung zu bringen sind.
