Chapter IV – Financing of official controls The draft concludes “that the control bodies of the member states have not sufficient sources for the controls”. In our opinion the vast majority of member states have a very well functioning system in place to finance official controls of food businesses by public means. Therefore the introduction of mandatory fees does not correspond with the principle of subsidiary. Furthermore, securing the human, animal and plant health is in the interest of the public and should be financed by public means and not by contributions of the private sector. By financing the controls by public means the authorities are also urged to consider the objectives of economy and economic expediency. A system of financing the official control by mandatory contributions of the enterprises is a carte blanche for the authorities to bloat their administrative organisation at will beyond necessity.

Kapitel IV - Finanzierung amtlicher Kontrollen Der Entwurf schließt ", dass die Kontrollstellen der Mitgliedstaaten nicht ausreichend Quellen für die Kontrollen". In unserer Meinung nach die überwiegende Mehrheit der Mitgliedsstaaten haben ein sehr gut funktionierendes System, um die amtlichen Kontrollen von Lebensmitteln Unternehmen mit öffentlichen Mitteln zu finanzieren. Deshalb ist die Einführung von obligatorischen Gebühren nicht mit dem Subsidiaritätsprinzip entsprechen. Darüber hinaus sichern die menschliche, tierische und pflanzliche Gesundheit liegt im Interesse der Öffentlichkeit und sollte durch öffentliche Mittel und nicht durch Beiträge des privaten Sektors finanziert werden. Durch die Finanzierung der Kontrollen durch öffentliche Mittel die Behörden auch aufgefordert, die Ziele der Wirtschaft und wirtschaftlichen Zweckmäßigkeit zu prüfen. Ein System zur Finanzierung der amtlichen Kontrolle durch Pflichtbeiträge der Betriebe ist eine carte blanche für die Behörden, ihre administrative Organisation wird über das Notwendige hinaus aufblähen.
