Ferner möchte ich darauf hinweisen, daß im Falle der Mitgliedstaaten, die die Ziele des MAP III noch nicht erreicht haben, ein solcher backlog -wie dem Parlament bekannt ist -bei der Formulierung des MAP IV berücksichtigt wurde, d. h. daß die Kommission nicht zugelassen hat, daß tabula rasa gemacht wird.
