The Act also specified the use of English in instruction using instructional material published in America. While the Spanish friars believed that the best way to propagate the gospel was through the vernacular, the Americans considered English as the medium for spreading the principles of democracy. Unlike the Spanish colonizers, the Americans immediately established a public school system based on the 19th century educational system in America and placed it under the control and supervision of the civilian government (Martin, 1980).

All these changes are still important elements of the present-day curriculum except compulsory elementary education which has not gone beyond the realm of rhetoric. The Board of National Education approved the implementation of the Revised Elementary Education Program on February 17, 1970 that took effect during the following school year (1970-71). The revised curriculum included the following subjects: Character Education, Language Arts (Vernacular, Pilipino, English), Social Studies, Elementary Mathematics, Health and Science, Music and Arts, Work Education and Physical Education.

A reaction to this was the Philippine community school movement that endorsed developing initial literacy in the native language. Although this found support in UNESCO, which recommended the use of the native language in education especially in the beginning stage, the lack of materials in the vernacular posed a problem to its widespread implementation.
