Zu einem Zeitpunkt, da Europa rasch und angemessen reagieren muß, um seinen Platz in der Luft-und Raumfahrtindustrie zu behaupten, müssen die folgenden vier Hauptziele im Vordergrund stehen: Ausbau der ersten Erfolge mit dem Start von Ariane 5, Entwicklung eines Überschall-Großraumflugzeuges Airbus A3X, erfolgreiche Entwicklung der europäischen Satellitennavigationssysteme GNS 1 und 2 in ihren weltraum-und erdgestützten Komponenten, und schließlich im FuE-Bereich Entwicklung von billigeren, leichteren, leistungsstarken Satelliten für den Bedarf auf dem Gebiet der Telekommunikation und der Erdbeobachtung sowie auch insbesondere der Prävention von Naturkatastrophen.

As Europe must act quickly and appropriately in order to maintain its place in the aerospace industry, our four main objectives must be: to consolidate the initial success of the launch of Ariane V; to develop a subsonic long-haul Airbus A3XX; to achieve the space and terrestrial components of the European satellite navigation systems GNS 1 and 2, and finally, in terms of research and development, to develop cheaper, lighter and more powerful satellites to meet the needs of telecommunications and Earth observation and also prevention, particularly of natural disasters.
