Es wäre ein Fehler, wenn wir uns mit getanen Schritten zufrieden geben und nicht einsehen würden, dass in der Region, wie in anderen Gebieten Lateinamerikas, die Gefahr der Perspektivlosigkeit besteht, die zu etwas führt, was in politischer und sozialer Hinsicht das Katastrophalste ist, nämlich zur Anomie, nicht zum Konflikt, sondern zu einer völligen Orientierungslosigkeit, zur Entstehung anomischer Situationen.
