Ausfuhrverbot

Um die Ausbreitung der Afrikanischen Schweinepest (ASP) zu verhindern, hat die Regierung von Krasnodar eine zweimonatige Quarantäne ausgerufen. Die Einführung der Quarantäne beinhaltet starke Einschränkungen für den Transport von Fleisch, Schweinen und Futtermitteln, sowie ein völliges Ausfuhrverbot von Schweinefleisch in andere Regionen. Wird die Quarantäne nicht eingehalten, befürchten Experten, dass die regionale Wirtschaft sehr unter den Folgeschäden leiden würde.

To prevent the spread of African swine fever (ASF), the government of Krasnodar has declared a two-month quarantine. The introduction of quarantine includes strong restrictions on the transportation of meat, pigs and feed, as well as a total ban on exports of pork to other regions. When the quarantine is not met, experts fear that the regional economy would suffer greatly from the damages.

Wenn es zu viele Ausnahmen von dem Ausfuhrverbot gibt, dann ist es zu schwer, diese zu rechtfertigen.

If there were too many exceptions to the exports ban, it would be too difficult to show they were justifiable.

4. Auch wenn ein Abfall nicht in Anhang V aufgefuehrt ist oder wenn er in Teil 1 Verzeichnis B aufgefuehrt ist , kann er unter besonderen Voraussetzung als gefaehrlich eingestuft werden und unter das Ausfuhrverbot gemaess Artikel 16 Absatz 1 der Verordnung ( EWG ) Nr. 259 / 93 fallen , wenn er eine der in Anhang III der Richtlinie 91 / 689 / EWG beschriebenen Eigenschaften aufweist , wie in Artikel 1 Absatz 4 zweiter Gedankenstrich der Richtlinie 91 / 689 / EWG und in der Ueberschrift von Anhang II der Verordnung ( EWG ) Nr. 259 / 93 vorgesehen . Dabei sind fuer die Nummern H3 bis H8 des genannten Anahngs die Grenzwerte der Entscheidung 94 / 904 / EG zu beruecksichtigen .

The fact a waste is not listed in this Annex , or that it is listed in Part 1 , List B , does not preclude , in exceptional cases , characterisation of such a waste as hazardous and therefore subject to the export ban referred to in Article 16 ( 1 ) of Regulation ( EEC ) No 259 / 93 as amended , if it displays any of the properties listed in Annex III to Directive 91 / 689 / EEC , taking into account , as regards H3 to H8 of the said Annex , the limit values laid down in Decision 94 / 904 / EC , as provided for in Article 1 ( 4 ) , second indent , of Directive 91 / 689 / EEC and in the Header of Annex II to Regulation ( EEC ) No 259 / 93 .

(3) Abweichend von Absatz 1 kann die Kommission auf Antrag der zuständigen Behörde eines Mitgliedstaats nach dem in Artikel 25 Absatz 2 genannten Verwaltungsverfahren die Ausfuhr von Produkten und Einrichtungen, die teilhalogenierte Fluorchlorkohlenwasserstoffe enthalten, gestatten, wenn nachgewiesen ist, dass ein Ausfuhrverbot angesichts des wirtschaftlichen Wertes und der voraussichtlichen Restlebensdauer der Ware eine unangemessen hohe Belastung für den Ausführer darstellen würde.

By way of derogation from paragraph 1, the Commission may, following a request by a competent authority of a Member State and in accordance with the management procedure referred to in Article 25(2), authorise the export of products and equipment containing hydrochlorofluorocarbons where it is demonstrated that in view of the economic value and the expected remaining lifetime of the specific good, the prohibition of export would impose a disproportionate burden on the exporter.

Sollte sich herausstellen, dass Robben auf inhumane Weise gejagt und getötet werden, wird auch über ein Ein- und Ausfuhrverbot sowie über das Marktangebot von Produkten der Robbenjagd beraten werden.

If it is established that seals are being hunted and killed in an inhumane way, a ban on the import and export, as well as the placing of products derived from the seal hunt on the market, will also be considered.

Ferner könnte sich, was Sanktionsmaßnahmen betrifft, die Union zu einem Ausfuhrverbot für Waffen in beide Länder verpflichten; sie besitzen bereits mehr als genug Waffen.

Speaking of sanctions, the Union might well commit itself to a ban on the export of arms to the two countries concerned. They already possess more weapons than enough.
