Des Weiteren stellt die Ausrichtung Europas auf die Länder des Südens, insbesondere Afrika, das in wirtschaftlicher, gesundheitlicher und ökologischer Not versinkt, keine wirkliche Priorität dar.Nichts ist vorgesehen für die endgültige Streichung der Schulden der Länder der dritten Welt und eine Erhöhung der Auslandshilfe.
