Am 21. September 1961 erhielt seine Mission die Erlaubnis, sich in Chile niederzulassen unter dem Namen „Gesellschaft für Wohltätigkeit und Erziehungsanstalt der Würde“, auch bekannt unter dem Namen „Bayrisches Dorf“. Schäfer erwarb 5000 Hektaren Land in der Nähe von Parral, ungefähr 400km südlich von Santiago.

The establishment of his mission in Chile was authorised on 21 September 1961; it was named “Dignity Charitable and Educational Society”, also known as the Bavaria Village. Schaefer bought 5000 hectares of land near Parral, 400km south of Santiago. Positioned behind high barbed wire fencing and solid concrete walls, he established dictatorial command over approximately five hundred German families.

Dementsprechend werden von der Asylbehörde die im Zusammenhang mit der Kindergarten- sowie Grundschul- und Mittelschulerziehung (notwendigenfalls der Erziehung des Kindes seinen speziellen Bedürfnissen entsprechend in einer sonstigen Bildungsanstalt) entstehenden begründeten Kosten erstattet, so die Kosten der Fahrkarten oder der Monatskarte zur lokalen oder überregionalen Fahrt zur Bildungseinrichtung, die Kosten der Verpflegung in der Bildungs- und Erziehungsanstalt sowie die Unterbringung in einem Studentenwohnheim.

Accordingly, all reasonable costs relating to the education in pre-school, primary school and secondary school (or in any other educational institution that meets the child's special needs) – including costs of ticket or pass purchased for travelling to the educational institution on local or interurban means of transport, the costs of meals in the educational institution and the fee of dormitory accommodation – will be reimbursed by the asylum authority.
