Vor diesem Hintergrund tritt ein Europäischer Rat zusammen, der, und das muss man sich erst einmal auf der Zunge zergehen lassen, die Prüfung möglicher Maßnahmen gegen den Höhenflug des Ölpreises, der, wie schon gesagt wurde, zig Millionen einfacher Menschen eiskalt erwischt hat, um vier Monate zu verschieben.

It is against this background that a European Council was held which, to top it all, has just deferred by four months consideration of possible measures to combat rising oil prices that, as has been said, are strangling tens of millions of ordinary people.

 Zusätzlich stellt der Pakt sicher, dass die Länder, die ein übermäßiges Defizit haben, an ein  individualisiertes  "Partnerschaftsprogramm für Haushalts-und Wirtschaftsführung " angeschlossen werden, welches die notwendigen Reformen spezifiziert, die sie durchzuführen haben, welche dann genaustens vom Ministerrat und der Europäischen Kommission überwacht werden. Es sind insbesondere solche individuellen Verträge über nationalfiskal-und Wirtschaftspolitik gepaart mit der ständig steigende Strenge, mit der sie erhoben werden, welche eine klare Verletzung der nationalen Finanz-Autonomie kennzeichnen (vgl. Europäischer Rat 2012, S. 7).

On top of that, the Compact provides that countries that run an excessive deficit will be bound to an individualized ‘budgetary and economic partnership programme’ that will specify the necessary reforms that they have to undertake, which will be closely monitored by the Council of Ministers and the European Commission.6 It is particularly such individual contracts concerning nationalfiscal and economic policy and the ever increasing force with which they are imposed that mark a clear contravention of national financial autonomy (cf. European Council, 2012, p. 7).

Ebenfalls im Zusammenhang mit dem Thema Einwanderung, doch mit offenkundigen Bezügen zur Sicherheit der Bürger und auch zur Terrorismusbekämpfung, haben wir als Europäischer Rat zur Kenntnis genommen, dass man sich auf die Einführung biometrischer Identifikationsmerkmale in Visa und Aufenthaltstitel geeinigt hat.

Still on the subject of immigration, but with aspects clearly associated with citizens’ security and combating terrorism, as the European Council we noted the agreement reached on the inclusion of biometric data in visas and residence permits.
