Madam President, I have indeed the honour of representing the Presidency here, because, unfortunately, the Minister of Justice is unable to attend today.

Mit Schreiben vom 9.12.1998 wurden wir um eine Stellungnahme ersucht, aber der Rat der Justizminister hat den Aktionsplan bereits am 3. Dezember angenommen.

In a letter of 9 December 1998 we were asked to deliver an opinion, but the Council of Justice Ministers had already adopted the action plan on 3 December.

Wir freuen uns, dass der Justizminister Nigerias offiziell erklärt hat, dass die Bundesstaaten ihr Strafrecht dahingehend ändern müssen, dass Strafen, die den durch die nigerianische Verfassung garantierten Bürgerrechten zuwiderlaufen, abgeschafft werden.
