Der dritte Widerspruch besteht darin, daß die Kommission einerseits durch gemeinschaftliche Verordnungen versucht, die Gefahr künftiger Epidemien abzuwenden, andrerseits jedoch damit fortfährt, die Komposterde, in der sie entstehen, zu pflegen, indem sie in ihrem Programm Agenda 2000 den Rahmen für eine ultra-produktiven Landwirtschaft vorschlägt, die sich an den niedrigsten Weltmarktpreisen orientiert.
