Studienplätze entsprachen dem Planumfang der Arbeitsstellen und zugelassen wurden fast nur aktive, bewährte SED-Systemtreue. Studienablauf und Lerninhalte waren streng vorgegeben. Gute Leistungen im anfänglichen Marxismus-Studium waren Voraussetzung zum Weiterstudieren. Alle Rechtsfächer wurden in Sinne des "Klassencharakters" des Rechts gelehrt.
