Wladimir, ich bin erst seit gestern Parlamentspräsident, und da muss ich noch lernen, wie ich mich zu verhalten habe, aber es ist gut, alte Freunde in diesem Haus zu sehen.

Ein Briefwechsel zwischen Kommissionspräsident Barroso und Parlamentspräsident Borrell im Juni 2006 ebnete den Weg für eine allgemeine Einigung über das Gesamtpaket der externen Instrumente: Annahme – in erster Lesung -des Europäischen Nachbarbarschaftsinstruments (European Neighbourhood and Partnership Instrument -ENPI), und des Instruments für Stabilität (Instrument for Stability -IfS) und Annahme des Instruments für Heranführungshilfe (Instrument for Pre-Accession Assistance -IPA) unter der Bedingung, dass ein getrenntes Instrument für Menschenrechte sowie -in Bezug auf das DCECI -eine neue aus höchstens drei Instrumenten (Instrument für die Industrieländer (Industrialised Countries Instrument -(ICI), geographisches Instrument für die Entwicklungszusammenarbeit (Development Cooperation Instrument -DCI) sowie möglicherweise ein thematisches DCI) bestehende Architektur geschaffen würden. In seinem Schreiben stellte Kommissionspräsident Barroso klar, dass die Kommission – die Beibehaltung einer umfassenden Definition der Entwicklungszusammenarbeit vorausgesetzt -einer Aufteilung des DCECI zustimmen könnte.

An exchange of letters between President Barroso and President Borrell in June 2006 paved the way for an overall agreement on the package of external instruments: first reading agreement on the European Neighbourhood and Partnership Instrument (ENPI), the Instrument for Stability (IfS) and an agreement on the Instrument for Pre-Accession Assistance (IPA) on the condition of a separate Human Rights Instrument and a new architecture involving a maximum of three instruments out of the DCECI (Industrialised Countries Instrument (ICI), a geographic Development Cooperation Instrument (DCI) and possibly a thematic DCI). President Barroso’s letter made it clear that the Commission could accept splitting the DCECI, provided that a broad definition of development cooperation was ensured.

Ich möchte diese Gelegenheit nutzen, um Folgendes hervorzuheben: Seitdem eine überwältigende Mehrheit unserer irischen Freunde heute "Ja" zum Vertrag über eine Verfassung gesagt hat, und der polnische Präsident - nach dem was unser Parlamentspräsident gerade sagte - auch dabei ist, den Vertrag zu unterzeichnen, wird nur noch ein "Ja" des tschechischen Präsidenten benötigt.

I would like to use this opportunity to point out that, since an overwhelming majority of our Irish friends said 'yes' today to the constitutional treaty and the Polish President - according to what the President of our Parliament said just now - is also about to sign the treaty, all that is needed is a 'yes' from the Czech President.
