Von besonderer Bedeutung ist zudem Art. 9 Abs. 22 leg. cit mit dem Titel IV (vorher Titel VII) zum Europäischen Verbund Territorialer Zusammenarbeit (EVTZ) sowie diesbezüglich Art. 10, welche die EVTZ auf freiwilliger Basis der Mitgliedstaaten regeln. Damit ist zudem im Sekundärrecht die Verordnung über den Europäischen Verbund für territoriale Zusammenarbeit (EVTZ-VO) als Rahmengesetz verbunden, dieser zufolge es möglich ist, transnationale Kooperationsverbünde mit eigener Rechtspersönlichkeit zu gründen.

Of particular importance, article 9 is also alloy cit. with the title IV (before title VII) to the European grouping of territorial cooperation (EGTC) as well as in this article 10 which regulate the EGTC on a voluntary basis of the Member States paragraph 22. Thus, the regulation on the European grouping for territorial cooperation (EGTC Regulation) is also connected as a framework law in secondary legislation, is this according to it possible to establish transnational cooperation associations with legal personality.

Ich möchte gerne, daß wir irgendwann einmal, jedoch nicht jetzt, die Möglichkeiten diskutieren, in diesem Bereich ein Rahmengesetz zu erarbeiten.

I should like us at some point, but not now, to debate the opportunities for creating framework legislation in this area.
