An die Mitgliedstaaten ist die Empfehlung zu richten, für die schrittweise Weiterbildung aller Richter zu sorgen. Sie muß die Grundvoraussetzung bei den amtierenden Richtern für die Beförderung und bei Referendaren für den Eintritt in das Richteramt sein.
